I only saw on PSO2 Reddit someone was telling that it's like EAC, that's nguard loads it's driver when the game start and unloads it whether the game closes, but it's again all words. i read some people were having issues where the game crashed and the anti cheat kept visibly running in the task manager but they could close it by ending the task and/or verifying their steam files.
i think i might just close everything except the game while i am playing and then only have the game installed when i am playing. it doesnt take long to download anyway.

The easiest way would be to run the game, find process for nguard and see if the process will still be running after closing the game
