Hoennian Blaziken does, Kalosian Blaziken does not. Even if they don’t get regional forms and only get Megas, the old Mega can become the Y variant (like Charizard and Mewtwo which does not drastically change stat archetype or it’s type at all) whilst the new one can be an X variant.

Why though? Hisuian forms are called so bc they went extinct/rarely seen before the land became Sinnoh, so it indicates both the time and place they originated. Hisui is a different region to Sinnoh separated by time rather than geography.
It’d be moronic for “Lumiose forms” to exist as Lumiose is still in Kalos. You could make the case that it’s Pokémon that evolve specifically for urban dwelling in Lumiose, but Kalosian forms rolls off the tongue better than “Lumosian” or whatever and keeps to the script. Plus Lumiose is still in Kalos whereas Hisui ceased to be to create Sinnoh.
They'll have to justify original starters not being able to evolve in Kalos during XY, gamefreak is anal with continuity like this, Lumiose is being redeveloped in the future so evolutions tied to the redeveloped place are going to be specifically named after that.

Op here, what I’m saying clearly is that I think Torchic will get another Mega Evolution, but it’s either tied to a regional form or just an X Mega with the old Mega becoming Mega Blaziken Y. However if it gets a regional it may not get another Mega - we got Mega Kantonian starters and not Kalosians in the original XY. So we may get Mega Kalosians but not Lumiose starters, or even X Megas for Venusaur and Blastoise.
I think it’ll be either or, both would be cool and it would kind of alleviate Torchic having two final Megas if it has to hard choose between them.
Charmander would have two Megas and potentially a Gigantamax variant of Charizard if what the OP is saying is true. That’s too much. That’s not going to happen whilst other starter mons have been given nothing.
Charizard is a different beast (and the other 2 OG starters to a lesser extent) and you know that.
Blaziken got preferential treatment before the other Hoenn starters for Megas, and Greninja has Battle Bond and in Gen 7 had Ash Greninja over the other Kalos starters getting nothing.
They’re clearly willing to give other popular starters preferential treatment, and it’s not like a regional Blaziken with its own Mega is “unfair” to the other Hoenn starters since that form will not show up easily in Hoenn games and will be tied to Legends Z-A.
Torchic would have two megas and potentiall a regional variant of Blaziken if what the OP is saying is true. That's too much. That's not going to happen while other Starter mon haven't been given anything.

Serperior definitely needs a grass/dragon mega evo. That would be awesome. It's one of the best starter designs of all time.
It's probably Chikorita that will be a starter though and I'm fine with that too.

I got a sneaking suspicion it might be Scorbunny or Litten (leaning more towards the rabbit), they always could just give out a Torchic with a Blazikenite to hit the whole Rooster national animal thing.
