If you’ve extended the variant switch for easy animations then saving shouldn’t be a problem just use the first Pokémon for sacrifice and the last 3 balls should correspond with the last Pokémon as long as the save file isn’t on some sort of external hard drive.
If you're finding it for the first time, then you're golden. You can now track it down infinitely afterwards. Raikou is a b***h specifically because it knows Roar, which negates Mean Look. So here's what to do.
1. Get a mon that knows a move that inflicts Sleep. Sing and Hypnosis have terrible accuracy, Sleep Powder has better accuracy, Spore has the best. You can catch a Paras in the Ilex Forest or the National Park, it learns Spore at level 25.
2. Give your Sleep-setter a Quick Claw. You can get it in the National Park.
3. Encounter Raikou again. You can filter out common encounters if you're in the same route as it with a Repel, but the trick to encountering it at all is to be two zones away from the encounter and both meet upon moving to the same zone. Violet City and Mahogany Town are the best for this, as Violet City opens to Route 31, 32, and 36, and Mahogany Town to Route 42, 43, and 44. If Raikou isn't anywhere near them, fly away and try again.
4. Use your Sleep-setting move and pray the Quick Claw activates. Raikou is fast as frick and will likely outspeed you even on comparable levels, so you need priority.
5. Once it's asleep, whittle its health down. You have as long as the sleep lasts, likely plus one turn. The legendary beasts tend to do one attack after waking up, then flee or use Roar.
6. Repeat this until Raikou is at red HP. This will take time and many tries, be patient.
7. Put Raikou to sleep and throw Ultra Balls. Don't bother with Fast Balls, they're glitched in gen 2 and only work better against Magnemite, Tangela, and Grimer. Specifically those three.
Yep. Once you encounter a Pokemon you can see its habitat in the Pokedex. The legendary beasts will roam around Johto, so check the dex to see where Raikou is after this. Unless you're outrageously lucky you're not catching Raikou and Entei on your first encounter with them. Suicune is the static encounter and won't run, because you're playing Crystal.
Also I forgot to mention but the beasts' current HP is retained across all encounters, so you don't have to whittle it down from max HP every time. They won't heal after they run, in other words.
I only play on emulators so I can use speed up for grinding and hunting and save states to catch everything with a normal pokeball or premier ball on the first try
