I'm playing heartgold and I need waterfall to progress but the problem is I have no pokemon that can be taught waterfall and I have encountered pokemon in every area.
What do I do?

First, try using an escape rope. If you don't have one, then just KO all your Pokemon and start fresh once you can get a Pokemon with waterfall.
I'm not ko my pokemon and I'm not in a cave, I need hm waterfall to get to kanto and to also explore the rest of Mount mortar.
Either you give youself some leniency and get a Waterfall mon or reset.

gyarados not only can learn waterfall but its an also an extremely strong move for it in gen4. literally use an old rod anywhere.

You can catch extra mons for HM use in nuzlockes. Just don't use them in battle if they aren't a legit encounter. I usually have 2 extra hm slaves. One for water and caves with water and the other for everything else. There's some overlap, but it's better than wasting a move slot on a good mon.
