Pokken DX's DLC got scrapped early due to low interest. (The DLC was already terribly done anyways.)
But here's the kicker, take this with a grain of salt: There's apparently scrapped playable params for Ivysaur and Swampert in the game as well. and Deoxys was supposed to make it in as an assist along with Mega Rayquaza to soft-promote ORAS but they only did one other. you can easily blame both Tekken 7's development (BN Studio 1 made Pokken) and Nintendo/TPCI not wanting to bring over Pokken to EVO
Nobody actually done a public datamine of Pokken DX as of yet, so don't take this as confirmed. Just hoping someone could verify this.
It's fricked up to think that the only thing that determines what pokemon gets in smash is what generation TCPI wants to shill, like we could've had any number of legacy pokemon in smash but because gen 6 was the newest gen when smash 4 came out we got greninja, and then gen 7 was the most recent for ult's release so we got incineroar. Even if something from gen 9 is absurdly popular it'll still get passed over for the newest fotm starter that lines up with the next smash release, it's pretty depressing to think about
