I don't think that it's because Skyrim sold gangbusters and they got lazy. I think it's like Bioware. Yes, EA was breathing down their neck, but so many people just...retired after Origins. I think it's the same thing with Bethesda. Oblivion and Skyrim are more than a decade old, all the talent retired because they're 55 or 60 and are millionaires. What we're left with is diversity hires.
The sneak perks always end up being so fricking OP. It shouldn't have that high of a multiplier. But either than that nothing wrong these perks they look balanced. I would probably max out scanning first because I want to max out my resources to make shit later on.

Polearm mastery as an example of what I found today btw. The amount of quests bugged especially if you don't do things in a linear fashion breaks the game. Just today laezel bugged out after talking to zorru for the map to creche. She wouldn't talk about it after I moved towards wyll. The numberous cutscenes glitches and bugs. Act one is rife with issues in EA the longest. The scene where you play a song for the driver no instrument. Lots of jank.

When I see these skill progressions, it sparks no joy, no creativity. Even Civilization VI, a glorified mobile game about numbers going up, at least makes me want to try different synergies because there are fun interactions between the basic bonuses and more complex or distinct ones.

Just as an example. Bethesda's progression system just doesn't give that same feeling, because there's no real opportunity cost to picking one perk over another, and every character can and will inevitably become a jack of most trades with no truly unique characteristics.
But the bigger issue is that they've apparently accepted this as the status quo despite how much people have clearly despised the gradual dumbing down of roleplaying elements in their games.

by the way there are 80 skills in Starfield with 4 levels of ranking each. I can guarantee you there are some interesting perks/abilities there. We already know we can mind control aliens, for instance. Or if we upgrade the hand-to-hand we get a % chance to knock someone out cold. If you level up the ascension skill, you get a power that slows down enemies relative to the speed you're moving at. There's a lot of skills we don't know about though.

It seems this time around its a mix of percentage increases mixed with unique abilities.
