Big problem with both gens 1 and 2, and lots of cases in gen 3. The actual issue is gen 2s shit TMs except for a few like the punches and sludge bomb. Gen 1 hands out powerful TMs like candy, and does so early. The gym leader reward TMs in gen 2 are a slap in the face
Great for the special attackers that can learn them. In Gen 1 I can have bubblebeam, body slam, rock slide, ice beam, thunderbolt after 3 badges. Punches are great but imo these are a better spread that applies to a higher variety of mons.
This is really the issue, and I wouldn't say it's a big problem with Gen 1 for the reasons you outlined. Outside of a few special cases, most Pokemon in Gens 1 and 2 had lackluster level-up movepools, to the point where I'm pretty sure it was just a deliberate design choice. Honestly, it was carried over into Gen 3, although I'd argue that GF struck a better balance in the GBA games.
Gen 2 saddles you with shit like Defense Curl, Thief, and Fury Cutter, with your best TMs for much of Johto being some mid-tier attacking moves. I mean, beating the seventh Gym Leader gets you Icy Wind, which you could maybe argue is a little better than the TM you get from Misty in Gen 1. And even then, the very next Gym Leader gives you fricking Thunderbolt.
It feels like they wanted to balance out the campaign so it wouldn't be an absolute steamroll like it often was in gen 1, but overcorrected it so much that we were left with too little to play around with. Letting the player have access to powerful stuff, no strings attached, is actually a very fun experience in RPGs, and based on how they designed gen 2, I think this was only done accidentally in gen 1.

Gen 2 is my favorite but movepools were shit. On my last run I used Gligar and Forretress, and the former isn't compatible with a single ground TM, for example dig. I had to breed an egg of it so it could at least have wing attack, without which it would have only had headbutt as its best option. Likewise, Forretress's best attack was headbutt, and I bred one with a Beedrill so it could at least have a measly pin missile for some kind of STAB. This is a far cry from 100+ BP STAB moves, just having a 60BP STAB move is elusive. Having my ground type being able to hit electric types super effectively would have been nice, but no. That was not an option.
compared to other pokemon in the same game that can actually use a STAB attack, imagine catching a fire type with the expectation you will have an advantage against bugs and grass types -- wild, I know.

There are exceptions for pokemon like gyarados that, along with water moves, has access to a variety of other attacks like EQ, thunderbolt, even fire blast, so lacking a STAB flying move is more reasonable. And I understand something like Foretress and magneton lacking steel STAB in gen 2, because iron tail and steel wing aren't just going to line up with them. But there's no reasoning for a shitmon like gligar to not be able to learn dig, it's a lategame mon with mediocre stats in a game where every other ground type can not only use dig, but EQ as well. Design choice or not it's just not fun to be limited to headbutt/Return as your best move

HGSS didn't do shit to fix the biggest problems the games had, the awful level curve, the bad distribution (Safari Zone is an insultingly bad "solution" that makes you wait for fricking months to possibly grab a specific mon), the fact that Johturd leaders don't use Johturdmons, it goes on. Pokeboomers will even tell you that they got some stuff wrong and missing details, so it's not even a straight improvement. Johturd is just fricked, never had good games and never will.
Your favorite region will never have another region in the postgame and Red battle.

that's not even counting the new Cliff Cave which gives you Misdreavus and wild Steelix

it makes more sense for some pokemon to not have movepools that are geared towards being super competitive combat oriented monster slayers. it'd be like saying 'why doesn't every human carry a gun' or 'why doesn't every bird have poison' or something. not every creature is equipped to murder and frickup its competition, or wants to, or is even capable of it.
from a gameplay perspective yeah it sucks, but it's easy to imagine some room of japanese dudes not making decisions with the competitive grindset in mind. the existence of baby pokemon alone proves they really didn't give a shit about making pokemon that were 'good'.
