bethesda has had so many years to change, there is just nothing to do in their games and this isn't just starfield, fallout, elder scrolls also had this issue, the worlds were empty and you had basically no reason to "explore" the core gameplay loop was missing a key piece, the combat can be as fun as ever but if there is no real reason to use it anywhere that gives you a meaningful reward whats the point? why would i go explore caves in skyrim for some more leather armor? or a few gold in some chests with garbage items? the few quest related caves were few and far, the bread and butter of a large open world is that its supposed to be filled with things to actually find.
you explore for explorings sake, its not about finding stuff
WRONG, you want cool powerful gear, side quests that give meaningful lore and rewards that you find off the beaten path, you have to integrate the open world with cool shit locked away in a dungeon with liches or some shit, where is the fantasy ? the sense of adventure and loot? who wants to waste their time exploring empty vistas?
