Yes you're right it would be a very tense situation. But Kendo would have no doubt already known that zombies only use melee or close range puke attacks. At that range he was definitely safe even if Leon was a zombie and he knew it.
Seeing as how close Kendo was to the RPD, you think he would have been relieved much quicker seeing a non-zombie RPD officer.
And here's another question: Why would Kendo leave his gunshop unlocked? That seems to be not very smart.

So far I've gotten to the police station but got wrecked in the basement. 10 pistol bullets against at least 6 zombies is fricked.

After that it feels like they didn't even try.
The police station was fairly secure with the locked dogs. The hallways, windows and areas adjacent to the outdoor areas were the most compromised.
