A mix of Kay working multiple jobs at once and apparently a new game entirely, yes. From what we see in the video it appears that, at the very least, the HoloEN girls are in the game up until Advent. You can see their weapons being used at points.
Though that may not lead credence do whether the JP side is in or not, because HoloCure began as a HoloEN-only game too.

He is aggressively against accepting money for this.
Granted, he's getting exposure which is WAY better than money, but he's still doing everything for free.
By "aggressively against accepting money", what I mean is that Cover actually contacted Kay directly and even paid for a trip to Japan to meet up in person to discuss Holocure's future. A tl;dr is that Kay denied monetization even when offered a fat check, so in the end he's just a sanctioned "fangame dev" now. He was also unironically the inspiration for Cover to create a "fangame dev support" program, where Cover talks with fangame devs and offers to help them both pay for and build their games to be released underneath Cover's name for money.

To be fair Kay outsources his info from the fans. There's a form you could send periodically where he asks some questions where you can help build a profile for them. He only watched Myth, Marine, and Shien when he made Holocure.
