He failed with the Latias/Latios and that's what made him think he has more to learn to become someone who can befriend any Pokemon, what he now sees as a "Pokemon Master". It is a goal that encourages him to travel to various locations and meet interesting people and Pokemon. The hook would more or less be the same as it always was, traveling, training, battling, and interacting with Pokemon and people with the goal of being able to understand and befriend any Pokemon.

Again, if you want to have a timeless icon you don't show it consistenly making measurable progress toward a goal and failing at it only to wait for the next batch of kids to get hooked.
It wasn't purely episodic, ash was supposed to progress as shown by the badges and mons caught. You don't get to be episodic and then sell the final vs Leon as a closure. You can either be a)purely episodic, b)episodic with a background plot and a set end like sentai or precure or c)full plot based.
The ashnime never settled for neither and tried to take advantage of all three.
Ashgays then insist on the show being episodic but then you got to /padt/ and not only they discuss it in terms of "plots" but also celebrated when he won a league or got mad when he lost to Alain despite them allegedly not watching the show for its progress.

He decided that a "Pokemon Master" wasn't someone who was just the best at battling, or catching, or training but who could befriend any Pokemon. He failed with the Latias/Latios and that's what made him think he has more to learn to become someone who can befriend any Pokemon, what he now sees as a "Pokemon Master". It is a goal that encourages him to travel to various locations and meet interesting people and Pokemon. The hook would more or less be the same as it always was, traveling, training, battling, and interacting with Pokemon and people with the goal of being able to understand and befriend any Pokemon.
