I can definitely see why classically trained western artists would view anime/manga art as inferior. Most of it simply is objectively worse compared to proper art, it lacks depth and looks more like it's made out of clipart stickers - ie. it doesn't look like its elements are part of the whole, or "symbol drawing" as some call it. Really, it's much closer to the way shit like family guy or CAD comics are "drawn" than what constitutes a proper drawing.
It also doesn't help that the people who consume this content generally have a really low bar for art quality.

There's this minority in the gaming community of 80s kids who not only think 80s games were the best, but seemingly ONLY care about 80s games, and it blows my mind because I could've sworn 80s games were kinda' shit. Not all of them, but SNES games were just straight upgrades to their NES counterparts.
Often times I've found that anyone who idolizes the old games tends to do so on the account of perceived difficulty in them. Like, yeah, games have generally gotten easier since the 80s and 90s, but limited continues or the like are not the end-all-be-all way to design a challenge in a game.
games back then were short and limited technically and visually, so they were harder to pad the game length. most of those retro games can be beat in under 30 mins without the padding of artificial difficulty curves to kick you back to the beginning.
Yeah, pretty much. The rental market was also something to consider back then. On the whole though, good chunk of games are fairly short (often in the one to few hours range) when you know what you're doing, and nothing wrong with that. All I ask is something that's engaging enough to play, and you don't need to be "NES hard" to achieve that.
