But by the Siege of Terra, hundreds of billions of deaths later, Horus seems to have accepted the Chaos Gods and is mostly in it for horrendously evil gits and shiggles. In short, he went from "I will save the Galaxy" to "I will rule the Galaxy" to "I will destroy the Galaxy".
In the new books GW increasingly goes with "people and daemons and minor gods trying to become the 5th dark god", so Horus' motivation was to become the Dark King, a chaos god.
He wanted to make spess muhreens the master race BROTHER, lording over puny little baby men like gods. Then he found out they could become actual gods through the power of the warp, but got rickroll'd by the powers that be and always will be, because time doesn't actually exist in the warp so you cannot overthrow the chaos gods. He got wienery with his revolution against the god-emperor and figured he could break these cuffs. The problem being the chaos gods always have been, always are, and always will be. his original plan was to pretty much set himself up as the new ruler of humanity after getting spooked, but as he slowly descended into chaos worship he pretty much lost sight of that, he still wanted to rule but any real plans for ruling pretty much just regressed to being a power hungry tyrant
