    Space Marines in charge, with him at the head. Also using the powers provided by new magical friends he just met rather than hiding them from everyone.

    That's his two-part, anti-Emperor platform. No hand-off of control to regular humans, more chaos for everyone.

    Horus' descent into evil is initially triggered by the Emperor's near suicidal mysteriousness about what his intentions are once the Galaxy is united under his rule. Horus, not knowing what the Emperor plans to do and aware of how the Space Marines are being increasingly sidelined, rejects this and accepts the idea that as superior beings, the Space Marines have a right to rule. When the Chaos Gods show him a vision of a grim, dark future in which the Emperor is worshiped as a god and Horus and his brothers have been obliterated from history, Horus decides to overthrow his father for the good of mankind. But by the Siege of Terra, hundreds of billions of deaths later, Horus seems to have accepted the Chaos Gods and is mostly in it for horrendously evil gits and shiggles. In short, he went from "I will save the Galaxy" to "I will rule the Galaxy" to "I will destroy the Galaxy".

      In the new books GW increasingly goes with "people and daemons and minor gods trying to become the 5th dark god", so Horus' motivation was to become the Dark King, a chaos god.

    End and the Death has him trying to become a 5th Chaos God by killing the Emperor and blowing up Terra.
    Samus is apparently supposed to be a Daemon for this 5th Chaos God like those pre-birth Slaaneshi Daemon heralds.

    his original plan was to pretty much set himself up as the new ruler of humanity after getting spooked, but as he slowly descended into chaos worship he pretty much lost sight of that, he still wanted to rule but any real plans for ruling pretty much just regressed to being a power hungry tyrant

      to be fair in old lore it was a case, chaos gods used Horus own ambition against him to turn him against emperor.

        You might want to check your own writing before throwing stones, dude. But I am still inclined to agree with you. I'm alright with Horus deluding himself into thinking the heresy was best for humanity, at least initially. But over time, it becomes more about his own ambition than his genuine concern for mankind or even the astartes.
