I wouldn't say FES is better in every way from what I've seen. There certainly are things I've seen in Reload that are improvements over FES, but nothing to warrant a $70 price tag, especially with as much already-existing content as they've cut out of the game.
There have been other recent remakes that have done more while charging less money, and didn't cut any content. Star Ocean The Second Story R, for instance, was $50 usd. Persona 3 Reload is nowhere near up to that standard.
