It's just, I'm replaying the game now and I'm surprised there's just nothing out there, no places to dig into, even Megaton felt lackluster because there's no real story there outside of "yeah we built it around the bomb"

It's genuinely baffling how little content there is. The main quest is extremely short and half of it can be skipped by simply finding the VR vault on your own and there are barely any side quests worth mentioning.
They made it too realistic. To be interesting in the sense you're probably using the word requires something unrealistic. You mean "surreal settlement."
FO3's settlements don't bother me because 4's are nonexistent. At least they're there and in bethesda fashion have a funny little gimmick and sidequest attached, usually.
