All your friends are literally in the other cells in the Velvet Room all game speed d gamer, they're just out of view. The actual reason since P3 is that Philemon can't appear anymore without giving his counterpart a way to come back to existence, so Velvet Room has limited capability of bestowing the wild card.

Decent idea with poor execution. Having a rival wild card user is cool, but if they can't actually use the wild card then what's the point really? Sure he has two personas but he only uses Loki in your fight with him so he might as well not even have the wild card. Also Akechi just sucked and I don't understand why he is so popular.
