        I mean it could be future armor so they can say whatever they want but generally only body armor can really stop bullets. There needs to be enough surface area to redistribute the force of the impact. This is why helmets are made to try and get bullet to ricochet, because we can't actually make helmets that stop bullets. You could make shoulder pads designed to do the same I guess but the loss of freedom of movement for the soldier would likely not be worth it especially because a shot to the shoulder is often not going to be fatal. Helmets rarely work, we just still use them because obviously a shot to the head is always fatal so it's worth it.

          Helmets were never designed with bullets in mind, it's about shrapnel. Shrapnel causes 70% of all casualties in an actual war. Body armor with shoulder pads exist, again, it's for shrapnel. Helmets work very well, for what they are designed to do. They are not designed to stop bullets.

          You get some incredibly lucky stories where a bullet will ricochet off the dome of the helmt or penerate at an odd angle so it scratches your scalp but not killing you. A direct hit from a rifle will have no problem going straight through, Ive seen firsthand a 7.62 ventilating a metal helmet. If you want to bullet proof your head you need to wear those massive one, then weight and sight becomes a problem.

      i assume that these are the primitive versions of the ones we see in hl2
      first of all they have a commander and they also need cumbersome backpacks and such
      the head canon i have for this is that in hl2 all that shit got packed into single soldiers and the armor got more high tech resulting in full body padding rather than plates and such
