Team Skull was a decent bait and switch for marketing so you wouldn't suspect Aether/Lusamine right away. Team Yell and Team Star didn't need to exist and were only there to give you grunts to fight because the actual villain is just one dude working alone. I think GF is tired of the "evil team" trope and probably the whole Gym thing too, but is afraid of changing the formula too much or maybe they just don't know what to replace it with.

Maybe Pokémon could return to stopping street level crime, if any at all. Maybe have no more villains at all? But different types of conflict.
