Not a hack, it's a shitpost based on the Pokemon Origins miniseries, the Pokemon X (the version with Mega CHARIZARD X in it) commercial disguised as Kanto Wank.
In the original GSC I assumed Giovanni didn't show up in Goldenrod because he had changed after Red beat him. But then HGSS showed that he planned to show up but thanks to Celebi he got stopped by Ethan. I know Giovanni appears in the orginal build of Gold and Silver that was based on the entirety of Japan, but I don't know the details of what role he was supposed to play other than him apparently being a member of the Elite 4.

I blame the anime for making Giovanni in the rest of the franchise too ambitious to quit, since Ash never actually confronts and disbands Team Rocket like Red does it meant he was able to continue operating comfortably and it built up this reputation of a dude who never goes down, especially later in Hoenn when Magma and Aqua started the precedent of all the other evil teams getting mogged and falling off the radar, whether due to becoming irrelevant or having their leaders outright die or disappear.
The original Giovanni did seem to quit after realizing his goals for Team Rocket would never be reached after getting beaten by Red and Ethan. Rainbow Giovanni never even faced Red and achieved his goal of world domination so he doesn't even care if his plans get thwarted in some other world.
I never really got the ridicule this part got, it's pretty close to how it goes in the game where you reignite his passion for battling and he chooses to disband Team Rocket as a result.
If anything stuff like HGSS implying he'd keep being shady despite him having no reason to do so leaves a more sour taste in my mouth than making that moment more sentimental in the OVA.
It's a fair moment normally, but Origins adapts it in a way that it's nothing more than yet another instance of Charizard wank that wasn't there before, once again hammering it in that this isn't a RGB adaptation, but rather a Charizard commercial.
It is more the execution that is goofy. HGSS sure is odd though. He backslides, but the way it is written is more like feeling he has betrayed his followers who continue to operate without him and cry out for him. The Celebi event itself was probably not necessary to exist.
It starts out cool, but then it glosses over things because low number of episodes and needing one to advertise Mega Evolution. Wish it was a 13 episode show at least.
