The real answer is a toss-up between Z2 and Z4, both for different reasons
MMZ consistently makes me so fricking mad at how it underutilizes all of its off-weapons, like I get it, it's really hard to actually measure up to the Z-Saber and Buster Shot as your all-rounder options and the Triple Rod and Shield Boomerang were a bad introduction to the idea, but >chain-whip that can be used to grapple along ceilings >blast-force tonfa >zero yelling "square up homie" and wrenching a weapon out of the enemy's chest
These ideas were done massive disservices
It's because the Z-Saber was simply way too versatile and the buster was too convenient. Trying to fill a niche that either of these can't cover is difficult. They had an idea to give Zero more weapons, but they were fighting an uphill battle from the start. The Chain Rod was a neat idea, but in practice it's not something that would be all that useful in most Mega Man games, especially given how clunky it is to aim the thing. The Recoil Rod is the most useful and has excellent mechanics, but in order to balance out its knockback charged attack, its damage values had to be tuned way the frick down. The Z-Knuckle was always a bad idea. No one who's ever played a Mega Man game has ever said "Man, I wish I could steal enemy weapons!"
It's like how in X8, all of Zero's weapons are mechanically just variations of the Z-Saber, with the exception of the knuckles and hammer, both of which are trash. The Z-Saber is way too "complete" as a weapon and has relatively few blind spots.

I give MMZ4 a lot of slack since it ended up tying the elemental chips to EX Skills in and of themselves instead of letting you use them for anything. It's a much-needed power down for Zero relative to bosses, raises EX Skills' value by making them just werk without needing to chip-swap and by chips being the only way to use element weaknesses, and cuts down on a lot of menuing. Zero's still moron strong even without elemental chips, but bosses take just that little bit longer enough that it makes it worthwhile to go through the harder stages to get EX Skills. Plus the time-stop buster skill is really good if you're into the autism surrounding damage stacking.

Z4 gives you access to double jump way too soon and that breaks the game in half. At least Z3 held out on it until like the last 4 set of bosses.

The main purpose of EX Skills is to serve as combo extenders. It also kinda fricks over the buster because not all buster skills have very useful properties.

Probably why the idea wasn't brought back for ZX and they instead opted for transformations with alt movesets and then they made Model HX which is the Z Saber but nuttier and more broken.

Eh. Thing is ZX doesn't even have good form balance and also switching forms is annoying since it fricks with the pacing. In order to make some of the forms good, they basically had to nerf the Z-Saber. It's basically the same reasoning behind nerfing Mega Man in MM9 and 10. In order to give Proto Man value, you had to strip Mega Man of his best abilities and give them to Proto Man.

I think that was done more to make the Z-buster better. Sort of worked, since I shifted from heavily relying on the saber like in the Zero games to using the buster almost as much. Model L and Model P were pretty meh though and the Model F gimmick was garbage that even the devs only bothered to use once or twice for gimmick locks. Only Model Hx was worth a damn.

While I liked the boss fight, I can’t help but agree what a disappointment Omega Zero was. Tons of people will say >It’s just an art style change, Zero ALWAYS looked like this. >Zero upgraded his OLD body to look like that!
They’re completely missing the point. The point is that it doesn’t hit nearly as hard as it should’ve and there’s no real investment towards this “old” body of Zero’s.
I imagine it would've been like X's where it was a little stylistically different but still kept the same general shape as the original one. Copy X and X's silhouette as an elf didn't have the Astro Boy and classic Mega Man style concave helmet ears either, they have the "wing" earpieces

Copy-X actually isn't 1:1 with the original X. You can see X's original body in Z2 and he has shoulderpads. The biggest difference between OG X and MMZ X is that his arms, thighs and waist are black instead of light blue.

Just play Meganan X4. It's the only X/Zero game I've played and it's really awesome. You can pick either character, they play differently and get different weapons from the bosses.
The zero games are pretty self contained for the most part. You could jump into zero 1 but I still recommend playing x1-8, if not x1-6 then the zero series. Also I really love both Zero designs. I can’t decide which I love more. I suppose it does depend on the mood.

Play X4 up to X6
then play Zero 3 and Zero 4
Then play first the X series then the Zero series in release order
Just play Mega Man X4. Don't do it on an emulator or some shitty collection though, find an old PSX or Sega Saturn and play it that way.
Also don't play anything other than X4, X and X2 before moving onto the Z-series. Rest of them are all fundamentally broken in some way.
