Make it so the party doesn't suffer because of his incompetence. That's it.

This, also just let them lose and face the consequences.

Give them redeeming qualities that make up for their flaws. The jerk with a heart of gold is an archetype as old as media. It also helps to just tell the other players “hey, this guy’s a prick, and I want your characters to treat him accordingly and everything, but I promise he’s not annoying with nothing else going on for him”.

Deliberately plan with the other players that your character is "the annoying one" and see if they're into that, it can be a fun roleplaying dynamic where your character is annoying and repeatedly slapped down. It is a comedy dynamic identical to 'the straight man' and 'the heckler'. However it needs cooperation from the other players, because if they don't want to play ball with your character idea you'll simply be annoying.

In which case this: becomes the correct course of action if you can't just play another character.

Make it clear to the other players that you're "the annoying one" and allow that dynamic to build without getting defensive or pissy about it yourself, and when you inevitably get overruled when it comes to things like "But I don't waaannaaaaaaaaa" in classic Aqua-style, you need to go along with it instead of following your impulse to push the issue or try to undermine what is going or or has been decided.

That's really all there is to it. You need to create a dynamic and that may not happen overnight, others need to pick up on it and vent their frustration of you on you.

Find out what pisses off the people who you'll be interacting with, and then don't do those things while playing your annoying character.

They have to be in on the joke. That means they're up for it pre-game and you don't drop this on them. It also means when they set your character up as the butt of a joke in-game, you do your part in the punchline. The only difference between if someone is personally annoying and if someone is intellectually annoying is if the subjective witness has control over making it stop.

You need to find someone with no one else to play with, and you are basically guaranteed you'll be forgiven for everything and won't be getting the boot.
    Carla did the same thing.

Actually be useful. You may throw out the sign worthy remark during RP but when the shit hits the fan you buckle down down and prove worth.

Do it in deliberately short timed moments. Make it clear you're being funny for the other players amusement. Be the butt of the jokes. Be useful.

I spent some time playing a halfling jester and I was the main healer and protector of the party, using mostly support spells and skills.

And, whenever messing with NPCs, be sure to suffer all the consequences alone, avoiding get the whole party in trouble. That's it.

Just don't. I have played with exactly one player who pulled this off well and that's because he was a legitimately funny person. This is a very rare trait and you probably don't have it anon.

By not being an annoying player. An annoying character might have some quirk or bad habit. An annoying player is an active detriment and has to keep their shtick up when it's not their turn.
