You don't, fps with a controller is basically a movie, all you do is play L2 while facing an enemy and press R2 to shoot. The right stick is barely necessary, it's there just to adjust the camera.

In Halo: CE if never moves, but as you sweep over an enemy it would slow slightly, that's it.
