Wouldn't be enough. Maybe electric surge would make it usable in combo to quark drive mons. Or make some moronic move that sets up hazards or gives it stats boosts out of the blue
Like most viable Pokemon, it needs a moronicly good signature move and signature ability.
The ability could be something that leans into its extreme electrical output combined with getting stronger as it gets more energetic, so an Electric version of Overgrow/Blaze/Torrent/Swarm would be an easy answer.
The signature move meanwhile, aside from giving Electivire a strong physical electric STAB option that doesn't require recoil, could lean into just how severely potent Electivire's electricity is when directly plugged in and transmitted into a target, being overwhelming enough that it can bypass Ground's immunity and negate abilities like Lightning Rod and Volt Absorb.
Throw unsubstantiated rumors that it's gonna be busted. It'll probably only last a couple days like the first time, but it'll be great for easy pickings and turning noobs into ladder fodder.

Give him fighting type and a Hawlucha style move that hits for both electric and fighting damage
