People will show you how Brazil made electric cars decades when Elon Musk was 4, but in the end it wasn't about making stuff, it was about having a demand, the economy to back it and resources. Elon didn't made his cars in South Africa, he made it in the US, why? Because South Africa isn't the kind of place that encourages innovation, neither is Brazil or Latin America in general.
Is there a Brazilian vydia industry? Yes. Is it good? No. Most games aren't original at all, RIO - Raised in Oblivion is literally the kind of thing teenagers develop for fun, obviously a ripoff from other way better games, but hey, it's Rio, look, there's even the Cristo Redentor. Brazil can make original games, like Knight of Pen and Paper, but it has NOTHING "Brazilian" in it, it's an RPG adventure. Any game that tries to be different will end up being dated, without replay value and just a copy of a better game.
Brazil already thrive on mods, like Bomba Patch, CS:GO and other games that already exist. You don't need to make a Brazilian Hearts of Iron or Cities Skylines, you can just mod it to add what you feel like it's missing.
There are a fair bit of Brazilian devs. Off the top of my head the developer of games like Odallus and Oniken is Brazillian and I'm fairly sure the developer for those castlevania fan games/Wallachia Reign of Dracula was also Brazilian.
