I feel like horror is at good spot right now. Plenty of horror games of all genres are coming out. Text horror, action horror, survival horror, jump scare horror. Good amount of Movie tier horror games with Quarry, Dark Picture Anthology.
A horror game should have actual combat, inventory management, and save rooms with distinct save room music. Basically a third person shooter with limited resources. If your game is not that it's most likely shit with few exceptions.
to me the resident evil i loved ended with 3, 4 and onwards feels like a completely differente series, i do like those later games but for completely different reasons

Metro is action FPS and SOMA is a walking sim with no gameplay. I was not once even tense playing these games and I was tense playing RE4R which is action horror.

All games have gameplay. And combat is actually what remove horror elements. Helplessness is a big part of the Horror Genre. The Amnesia series is about being scared of the monster. Same with Alien Isolation. You might not like combat less horror games, but they are Horror games.

Alien: Isolation has actual combat and resource management and you have to decide what to craft and what to use or waste in a pitch. It has guns with ammo, distracting tools, a flamethrower, it is a proper horror game. Complete helplesness is not scary I think because all you can do is hide. When you have proper combat gameplay, you have to actively make a choice whether to fight or flight and that is more scary than relying on just one response (flight). Mr. X in RE2R and the alien in Alien: Isolation are good examples of the game leaning more on the side of hide/flight while giving you tools to fight AND other enemy types that are more about the fight or flight choice.

For me it's the exact opposite. I want to be overwhelmed, I want to be pushed to make panic decisions, I want to be in the chaos. RE4R does this the best even if it's arguably not the best horror. I want to look at a new place I am supposed to go in knowing that something bad is going to happen and not wanting to go there. The oh shit moment when a keycard activates the alarm and distant monsters to my location, or I know something I was trying to evade for the past few hours resides in that place and is walking around me somewhere. Only 2 shotgun bullets left, will it be enough? That gets me going and the reason why I love these games.
i guess, but to me being overwhelmed is not the same as being scared. only nemesis from the original game made me feel scared a bit because i wasnt expecting him to follow me to other rooms

All games should be like Dead Space 1 and 2, and REmake 2 and 4. There are few exceptions like Signalis or Darkwood.
RE2 (and OG) is a survival horror game. RE4 is an action third person shootbang, it absolutely does not belong and was an inherent downgrade from 1-3.
