They did a layered armor system in Fallout 4 and it was trash. Sometimes less is actually more. Having to use mismatched armor pieces to maximize DR is moronic and ruins the aesthetic of the outfit. As it is, there are still four layers here (helmet, armor, booster pack and undershirt which is the same what we got in Skyrim and pretty standard for most RPGs. I'd rather have armor sets that look solid than having them all broken up into 8 parts and wearing parts of three different suits.

That literally never happened in Skyrim because all the high end gear was level locked. Dragon, Daedric, Ebony, etc armor and weapons didn't spawn anywhere in the world until you were at least a certain level.
