Most of the clips I saw the apparel wasn't lootable, I wonder if they have made it so if you use melee weapons the suit will remain intact enough to use it but if you shoot at them the bullet hole make it unusable and thus unlootable. That would be surprisingly deep for a Bethesda game.

No, they have likely made it so that if you shoot them the suit is perforated and cant be salvaged. I don't think it's a coincidence that the only time the suit was lootable was when he got killed by a knife. Maybe you have to use melee in order to get their suit.
It could also be tied to an in-game skill or perk that expands what's available to loot. Like Jury Rigging or something similar.

They did a layered armor system in Fallout 4 and it was trash. Sometimes less is actually more. Having to use mismatched armor pieces to maximize DR is moronic and ruins the aesthetic of the outfit. As it is, there are still four layers here (helmet, armor, booster pack and undershirt which is the same what we got in Skyrim and pretty standard for most RPGs. I'd rather have armor sets that look solid than having them all broken up into 8 parts and wearing parts of three different suits.

I might be thinking of a mod that added the ability to pickpocket equipped armor in Skyrim or Fallout 4.

Armors not getting loot able is good IMO. Feels cheating when you found high level armor in TES and fallout because sinne guy got killed by physics bug. Should be broken gear you can repair though.

That literally never happened in Skyrim because all the high end gear was level locked. Dragon, Daedric, Ebony, etc armor and weapons didn't spawn anywhere in the world until you were at least a certain level.

I don't loot armor anyway, I've done this since skyrim. Unless it's unqiue shit like dragon priest masks, I leave it on the body, because I'm not onw of those loot everything people. Took me until my 3rd or 4th playthough till I would touch burial urns
