Firstly, Fairy/Grass/Psychic are pretty prominent resists even today, even resisting Normal and Dragon was pretty good for a time too.
Second, the primary reason why Fire and Fighting are good today is because Steel type exists.

Steel is Game Freak realising Rock would not be able to retain its status as a defensive typing going forward (because movepools would greatly expand beyond everything carrying Normal moves) and making another attempt. Steel being another type that resists Psychic is just a byproduct of that when you compare it to the singular intent of the other new type completely no-selling Psychic attacks.

Fast forward several gens and now there are so many offensive steel stypes that it is not only is one of the best defensive typings but a great offensive type as well.
