If modders create something that would end up directly competing with it yes particularly if it's as good, I'm not talking full on expansions that takes too much time for modders to do and they'll be able to work on it just as the game is launching but the chance that smaller scale stuff will be hurt is very likely.
the official expansions are most likely already finalized and in early bug testing stage atm and they will probably add like 20 hours worth of content at least.
if you think random modders can compete with that within 6-12 months you are deluded
body slide will be great but i'm really looking forward to see what people can do with ship and base parts and maybe editing some of the planets. fo4 base mods were pretty nice.
not just editing planets but building new star systems entirely using the new tech, would be cool to see what people can come up with.

it took Bethesda almost 6 months to release a dlc that had an already existing mod for it

This is completely untrue. Skyrim modding has been crazy this year. Tons of progress constantly being made with combat/animation shit, fully voiced quest mods with their own OSTs, fully voiced companions, several teams of people working on massive projects to add all of modern day tamriel to skyrim, a mod adding every realm of oblivion to skyrim, Skywind, etc. And even all of that is dwarfed by the coomer shit

Skyrim's Creation kit was released in February 2012, just 2 months since Skyrim debuted
For Fallout 4, the Creation kit was released after the Contraptions DLC like one year after Fallout 4's release
In Fallout 3, G.E.C.K was released 2 months after the game's late October 2008 release
