how is that a problem? the reserve to debt percentage is not even decreasing, you have 5.2% then 7% and 7.9%. $2439 worth of production have been made. the bank has its buffer and if some people withdraw some money they will have less margin for future loans, growth will slow down but the thing doesn't fall apart. the bank just has to make sure loans are mostly safe (like they forgot to do in 2008)

You can play offline. The always-online is for social stuff like increased drop rates in areas people complete missions in, pvp, etc. The game can be 100% played offline. At initial launch it was always-online but they planned for multiplayer aspects, but those got pushed back (we do finally have them though) and they made it available offline (which allows for a degree of modding as well)
