A little. More than some but not nearly as much as others, though this really only applies to later games. Much easier to think of 3D models as "attractive" rather than 16-bit pixelated pictures on a 4" wide screen
Pokemon has never had good human characters, there are a million series with better waifus
Honestly I think the increased focus on the human characters traumadumping and interrupting my adventure with endless unskippable cutscenes is the worst aspect of post gen 6 pokemon. The characters being cardboard cutouts with an elemental theme was fine when they were just boss fights but they are not interesting enough to take center stage from the monsters the way they are now.
Both are attractive but have very different appeal and charming points.
Objectively it doesn't influence the quality of the game. XY doesn't stand out for its character designs except for a few cases, and it's a game that came out in a "no political correctness" era. Outside of Pokémon, Mortal Kombat and its ugly characters outsell Tekken and Street Fighter.

Since OP asks about designs, something that I keep saying is that I don't like 95% of Paldea's cast because it only appeals to women and homos Aka the target of this gen , but even here there's Nice ladies that I actually like
Nemona and Azucena from Tekken 8 are proof that you can introduce brown women and it be perfectly fine and cool. Anyone who complains about Nemona is proabably just trying to make "gamers" look bad by pretending to say Nemona is woke. I can't stand all the forced diversity stuff but those two characters I genuinely like.
