Printing full color box art on a small scale like this is actually pretty expensive, most small, online-only companies don't bother to make their own boxes because of the price and it's kind of pointless if it's not getting sold on a shelf.
There's a reason why so many independent toymakers types tend to either go with a generic box with a card or a clear bag with a stapled on topper. Above all else, you want to be able to move the product as fast as possible, and jacking up the price with packaging which will be tossed out anyways is the dumbest way to have a nice day in the foot, since online distribution generally means people already want the toy, not the box it comes in.
Way back when, there was a London-based company called Comet Models. They did cast-metal minis of famous sci-fi vehicles, which came in either polybags or generic clamshell blisters with a simple label (black line art on coloured card), and model kits in plain boxes with art literally pasted on the front. As they got more cash in, the boxes got upgraded - but it wasn't a priority until the company was actually doing well enough (and selling enough units) that they didn't have to jack up the prices.
Sevans Models went the same way (plain box, pasted-on art) for their kits of Dr Who monsters - mostly Daleks I think.
The 80s were a real Wild West for unlicensed kits...
