They tried to cater to the people that think a starter Pokémon is good if and only if it's quadrupedal. They fell for the meme. And, clearly, they regret it, because Skeledirge stands up basically all of the time in promotional art.
It's still quite popular. Being behind Meowscarada isn't the same as being toward the back of the line across the generation, even beyond the starter boost.

Skeledirge's model looks like absolute shit in game. Beats the duck, but the cat is by far the most palatable.
Skeledirge's design just has a bit too much going on. They should have stuck with either the day of the dead or opera singer motif (former would have been preferable), cramming both into one design just looks off. Meowscarada is much simpler design by contrast
