The start menu should be minimalist.
It's the one part of the game that the player will be forced to interact with every single time they play the game, while also being the one part of the game that is nothing but a barrier to actually playing the game.
It should get to the point and allow the player to access the game as rapidly as possible to best serve it's function.

No use working on an aesthetic design for your title screen it should be peak functionality and besides it's a Bethesda game, modders would mod out whatever shit is before the gameplay to make sure people are getting into gameplay as fast as possible.
