I can't remember if I sold my copy or not, but it's a PS2 game so I imagine it's easy to emulate regardless. My cousin and I used to play this and the one Batman beatemup, Rise of Sin Tzu I think? Never got far in either one but they were still fun enough.
It's not hard. You just need to watch for attack animations and steer clear of the enemies. Keep the shurikens for the bosses and try bait them into attacking. Typical beat'em-up stuff. What's hard there is the battle mode (kind of a Bloody Palace) with a special boss (Hamato Yoshi at the end) it took me a very long time to finally beat him. I mean, at the end of the day he's just an Oroku Saki boss reskin with more aggressive AI (and even Saki is pretty hard).

I always wondered why this wasn’t more remembered on the level of something like Avatar, but seeing what they keep doing to that franchise I’m kinda glad it’s been forgotten.
You'd think a show that ran for 7 seasons (Jesus Christ I had no idea it ran that long) would be more remembered but sadly it slipped through the cracks. But I also don't remember very much of the show to begin with aside from the episode where they interact with the 90's Turtles. That was a fun one.
By the time of the 2003 revival the TMNT fad was dead and while the series was good it wasn't a phenomena like the 1987 series so any games attached to 2003 was just seen as 'just another licensed game' and came and went. Didn't help that after the first game Konami was just phoning in all the later sequels so TMNT games at that point started getting a bad reputation for being rushed hackjobs and Ubisoft taking over and doing the same thing with the license only made it worse.
It was on 4Kids, I think that's part of the reason why. More people remember them for fricking up anime dubs or their Yu-Gi-Oh than their take on TMNT. However in recent years it has gotten more recognized, especially last year when they made the box set of the complete series, finally, or a few years back when it was added to streaming
I'm seriously hoping Konami wasn't kidding when they said not to write off a collection of the games this show got, especially when the Cowabunga Collection used a song from the first one for the title screen
But it was a licensed game meant for kids, already good considering the standard here. I remember the complaints were that the game was too repetitive, which isn't necessarily untrue, but I never see that criticism applied to the arcade games. Besides, it is only a couple hours in length.
I remember hearing that critique again when the remake of Turtles in Time came out. I think arcade-style beat em up's have been sold at a lower price (generally only digitally), though I could be wrong about that.
I just hate that criticism in general, the games obviously not meant for you, just play something else then. It would be like playing Fifa and complaining you only kick the ball from one end of the field to another. Most games have a repetitive core gameplay loop tbh.
Would you not want a turtles game that has some cool traversal mechanics (preferably integrated into the combat so the player seamlessly could go between fighting on the ground, to using a wall run/jump to get behind someone etc.), because that's kinda what I'm hoping for with every new turtles game. You could do more than slow 80s-style beat em up + divekick and sometimes 3d with the ninja turtles.

Yakuza has a ton of modern game design "content" to distract most people from the glaring issues with its combat. Konami TMNT beat-em-ups are JUST combat so they can't afford that.
I admittedly haven't played that game in eons, like since I was a preteen, but while arcade Turtles in Time sucks (you can tell it's made for Americans who tended to have lower standards in arcade design & kids were fine with quarter-feeding an unfairly designed game as long as they got to play as popular characters) the SNES version is still good

don't forget Eastman. he's nowhere near as attached to the turtles as Laird who's an autistic maybe-furry but I think his desire to try out new stuff & feeling that he was being held back by his "turtles guy" typecasting just gave the comics a more experimental edge. so much inventive paneling & great atmosphere.
I appreciate that 2003 had Laird constantly screaming at the writers to make sure it's done right but I also think it's held back by the style being an autopilot late 90s, early 2000s action cartoon aesthetic. very "post Bruce Timm" but doesn't use shapes as interestingly as his shows (Gargoyles was a far better, earlier approximation of B:TAS' style) and instead largely just equated being blocky with being stylish. I wish it looked more like the comics; it's not BAD but it could've been way better.
I think it looks great but I get what you mean, unfortunately that blocky style is basically the bread and butter of the last two seasons and they look much worse than the first 5 as a result
Bodycount has such fun art. Simon Bisley & Kevin Eastman was a great mix.
oh yeah I forgot to mention Big O. another good post-Bruce Timm show (with some 8 Man touches); more organic use of shapes & less overtly blocky. helps that Sunrise actually worked on B:TAS (and Gargoyles' animators were ex-TMS so that helped too).
