    No they're not. The X Universe series has a couple of factions at least equal to the Combine, and a faction capable of messing with physical constants.

      How the hell do you even beat them? Are they the strongest faction in video games?

      Going off of Epistle 3, the Combine's biggest weakness is that they're so fricking massive compared to Earth that they're now liable to just kind of forget about it and let it go without too much of a fight.
      Think about it, when the Combine first discovered Earth, it was because they were interested in teleport technology + Earth's natural resources, they pour their full effort into steamrolling Earth and have the entire planet's unconditional surrender negotiated in 7 hours flat.
      Since then, the Combine took the technology and has started to deplete the resources, but by and large they've since largely fricked off. What we see in HL is just a very very very small remnant/detachment they left behind, bolstered by local recruits. It's a glorified colony at best, but calling it an "outpost" is probably more accurate. By the time Freeman comes along, the Combine pretty much already got what they want.
      They're not going to just let everything go without a fight, but at the same time, it's hard to say if Earth is really even worth the effort for them anymore. Most likely scenario is they'll make one final push to just nuke the whole planet and be done with it, but if that fails, they might be assed to give too many fricks beyond that.

    We know basically frick all about them except they conquered Earth in 7 hours and lost to a guy with a crowbar. Epistle Three isn't even canon since Alyx came out which has a random girl b***hslap wave after wave of overwatch forces. Their full capabilities are unknown but we know they hop between dimensions because they don't have FTL tech in their own universe. Honestly, they're not powerful at all. Just keep the portal closed and they can't do anything.
