Militaries on the front line have relied on the idea that every soldier of one role has to be virtually identical so they can anticipate each other's strengths and weaknesses. If you look at everything that the Imperium uses in its war machine, they are anything but uniform. Less excuse for monomorphism, more excuse for throwing in everything that's available. When a man is orders of magnitude weaker than a space marine, excluding something that's only a certain percentage weaker than the man does not really make sense. Might as well put terminators to do desk jobs since they aren't quite as powerful as dreadnoughts.

The Guardsmen are still mostly basic humans with human sensibilities. It's neither effective nor appreciated to have women fight with men unless it's absolutely necessary. Like I mentioned before, having in combat roles large scale without justification just makes for bad world building and you know that it's only like this due to a particular political agenda of the times. Things like Sisters of Battle and female Eldar warriors make sense in the context of the universe, for different reasons, but large scale use of female Guardsmen doesn't.

Completely moronic argument, you can never have enough people and thus soldiers. Sure many planets are overpopulated, but the best solution obviously isn't to send all the women to die when so many planets are livable by default or earlier terraforming.
For women to make sense as soldiers you need some kind of mystical or technological aspect to the soldier and there needs to be a justification for the fact that women are used. The Sisters of Battle are a reasonable female faction that is both interesting and makes sense in the context of the world as well as in general.
