Real talk, pick a level or tier-of-play, because a lich with access to whatever magic items it wants (rings of three wishes) is probably a multiverse threat or has stopped caring about conquest and just collects things like it's Trayzn from Warhammer40k.
A lich that ISNT a multiversal threat probably does not have access to infinite magic items.
Its a level 20 lich with acess to all non legendary magic items. It can pick ten legendary magic items it can use.
You do realize "level 20" is the tier of play where players are meant to be dealing with multiverse level threats, right?
Also the tier of play where artifacts are expected to be involved in plot shenanigans on a regular basis.

If you want to be specific it is a CR 21 as per the statblock in the monster manual. Except for the fact that it's a 20th level spellcaster as opposed to a 18th level one.

As far as I know, the 8th level spell 'Demiplane' creates a pocket dimension that can only be accessed to someone who has been to said dimension or knows the specifics of the spell that created said dimension.
I will do your prepwork for you now: The lich casts the 8th level spell 'Demiplane'. The lich places his phylactery and a backup spellbook in the Demiplane. The lich exits the demiplane or remains there.
