The game was actually fully translated but Atlus the team didn't release it because of the 3DS version coming out. Also I was following the project and it's a mess to do because it's basically a saturn game being emulated on a psx.
Dunno I remeber the dude that was responsible for putting the translation in that it was the biggest hurdle as the translation was done very fast but the code that ran the game was just jumbled garbage.
Why not just do the Saturn original instead?
Anyway I would just play the game in japanese, as I assume OP already played the 3DS version so he already knows the story and game mechanics
The 3DS version is definitive anyway because it just runs faster without as much menu and other lag the original Saturn and PS1 versions had, plus some minor quality of life.
Are there major differences between the Saturn and DS versions? I've only played DS but really like it. It's ironically one of the reasons I bought a Saturn, seeing all sorts of stuff about it in Newtype and I was sure it would come over... lol

PS1 SMT1&2 look weird, low quality 3d mazes with stretched out 2D sprites. The music quality is better on PS1 but the GBA versions have more content and they look more coherent.

The 3DS originally didn't have a system for patching games. They probably would have said "frick you, do a recall you wankers" like old school nintendo, but then big N fricked up their own game and so a patching system mysteriously became available...
