However statistical changes it would need would be so much it would be a completely different pokemon so just give it an evolution so it can use Eviolite,, but make the evolution offensive based to that the original has a defense niche over it.

Then, lets increase the base special attack by 55
then lets increase its speed by 70
But now it's base stat total is too high, so lets decrease the base defense by 55, but also increase its base special defense by 35 to compensate.
Lets also give it stuff like Quiver Dance and remove shell smash as it won't be using physical moves for what I have in mind. I wanna keep it a special attacker.
It now needs a slightly new typing because Quiver Dance is a little OP of a move, so remove the rock typing and replace it with bug. Lets replace those abilities, like Flame Body for its standard ability, and swarm as a hidden ability to complement the new bug typing.
Give it body press and something against water weakness, like storm drain or dry skin, probably a special variant with same effect but that makes more sense lore-wise.

Add an ability where if he recives a water move/its raining, he loses the fire type and only becomes Rock type, loses all speed but gains 2X defense

I would give it an evolution with fire/steel typing, maybe also boost its hp a bit
