The thing is that at some point it was the three at the same time so maybe make it that a local insurgency can upgrade to a proto-state and the opposite can happen, also make it about doing attacks, spreading propaganda, subjugating other groups and get money by illegitimate bussinesses and gulf donors, the internal politics of ISIS is an interesting topic, the leader who declared the caliphate in Mosul was pressured to do so by members who wanted it declared or they would riot, years later he suffered a coup by hazimis (even more extremist muslims) because he wasnt extreme enough, another thing that should take into account is the relationship with al-qaeda since ISIS started as its iraqi branch who latter went its own way

Way way too small, it would need to be very granular. So that it would be able to show and simulate local tribes loyalties, local oil farms and maybe even villages to allow for collection of zakat, also unit sizes should be platoon at most. In Syria and Iraq some units sure might have grand names like "division" or "corp" but in reality the number of troops involved everywhere was very small.
Biggest battle in Iraq for example that is Iraqi reconquest of mosul was 90k vs 5-8k
Most battles involved no more than 10k on both sides

It would work as a political simulator kind of GSG. You build a hidden network of sleeper cells around the world and activate them for short battles on real time maps. In these battles you could take over nuclear power plants or just raid villages for supplies. The higher the percentage of muslims in a given country the more units and capabilities you get. Goal will be to establish the world-wide caliphate.
You could turn countries into shariah states if you rig elections and get ISIS agents into power.
You could play as ISIL in older versions of the modern-day mod for hoi iv
