Fertilephilia: the game for fertilephiles
2D metroidvania with a structure like fusion pulling you to segmented areas of Academy City to fight other espers/researchers/magicians and rescue friends, then take you back to the same areas a second or third time with something having changed from your actions in other areas. Powerups are just Mikoto getting more serious over time and using more of her power. Sisters act as the missile collectables of the game in the form of a grenade launcher they lent Mikoto to deal quick explosive damage. Each sister found gives a unique piece of dialogue to comment on the situation or just be cute in interacting with their Onee-sama. After reaching the late game and being able to reach the final boss the world opens up for an optional collectable hunt (getting the rest of the sisters) and if you get all of them/complete the game under 2 hours/do both then you get a Sister palate swap/WORST palate swap/Swimsuit palate swap as a reward.

They are super soliders, lets see them get to dab on some morons who think they're hot shit just because a single clone is only a level 3. Everyone forgets that their sparring partner was motherfricking accelerator. If you arent on his level, you're EZ mode.
I just want a game that lets me explore Academy City. Add in that mechanic from GTA5 that lets you swap between characters to switch between Misaka, Touma, and Accelerator would also be cool

There are PLENTY of stories that can be told in academy city, and having certain things happen that affect whatever story you decide to tell as "bad luck" >power getting knocked out at an inopportune time >some important character gets put into a coma from being wrapped up in level upper that screws you over until they wake up >gonna use tree diagram to calculate the solution to some mystery.... oops
etc. Just keep the general power levels on display to level 2-4 with 5s only showing up as unwinnable survival fights. >oh shit ITEM got called to take you out >oh FRICK accelerator just stumbled into your fight and now hes flinging shit at both of you to let of steam
A game about a magicians or cyborgs will be better honestly but with how miss manged the franchise is no chance of anything interesting being made and not having the cash cows as the center of attention is pretty much 0

A GTA clone sounds like a terrible idea. Would be better a Yakuza clone but still weird to have other protagonists in a Railgun game like OP asked.
Hogwarts Legacy style game, build an esper and have wacky adventures while Touma and Misaka keep blowing shit up in the distance.
