Pokemon characters aren't written well enough to have any sort of devout fanbase unless someone really wants to frick them, or it's a fujo ship. Pokemon characters have very very VERY little going on in the writing department and the best you can get out of most of them is "I liked their character arc". most fan works go off of the artists' personal interpretation or make silly jokes and run with it, I'd like to point to SubMas and how those frickers have been churning out art for over a decade now when Ingo and Emmet have LITERALLY no character. Even the Pokemon anime is so dedicated to it's monster of the week formula that there are barely any worthwhile character arcs and said arcs are somehow even less substantial than the games.
I say all of that to say that Pokemon characters aren't "underrated", they're rated perfectly fine in that they're only talked about sometimes. I will admit that Gen 9 has done a lot more with each character than pretty much every other generation, and has a very good cast as a result, but even then they're still on the tier of like....a 90's JRPG, meanwhile there are games with significantly more fleshed out stories with much more interesting cast members that people would rather get invested in--Pokemon's character writing can only appeal to you if you've never played a game with good story before.

It provides a good benchmark and frame of reference for what counts as good writing, OP asks why people don't talk about the characters enough, and the answer is because if you've played any halfway decently written video game, then you know the characters in Pokemon are barely worth talking about past which ones you like, or who you ship with whom.
Nemona is a good, fun rival, I like her a lot actually, but that's only in the context of SV characters, as soon as I put SV down, she's forgotten about because she's not actually that memorable as a fictional character, I mean, what can you even say? Her battle autism is entertaining, I guess you could do something with how she's the throwaway heir, or how she's too strong for the average students, but like...that's really it. Nemona's character is simple and well defined, but not exactly complicated. There's 10 million "pretty entertaining" characters in games, that's what they're supposed to do, doesn't actually make them worth very much.
If Pokemon's writing was actually good, actually 10/10 like OP claims, we'd get a deep dive in Nemona's backstory, her motivations, her fears, maybe even see her Pokemon and what they think of her, shit, SOMETHING more than literally a single scene or two lines of expositional dialog to fill the air as you go down Area Zero. Nemona is better than like...05% of rivals in terms of writing, but I don't think about her arc like I would a character from a game with good writing.

Thoughts on Volo? I feel like GF accidentally struck gold with him but he's stuck in PLA where they'll never bring him up again. He's one of the very few Pokemon characters I find myself thinking about when I'm not in a "pokemon mood."
Volo was pretty good but I found him a little lacking. If we're talking Pokemon villains then yeah, he rules, a guy so obsessed with meeting god that he makes a deal with the devil is kinda sick, playing nice until literally the last second is also fun, but I guess the lack of a meaningful conclusion dampens his appeal for me. He just walks off angry into the sunset...There's a lot of fanart that makes him some kind of immortal wanderer, which is really fricking cool...but it's just fanart at the end of the day.
I definitely think Volo could be great if they spend more time with him, give him a proper conclusion, dig into his history and maybe give him some accomplices that share his religion or something, but as he is now he's not complicated enough as a villain for me to feel bad for him like I would Emet Selch from FFXIV and doesn't do enough as an outright bad guy for me to wanna root for him like I can't help but do for DIO.
There's one big thing about Pokemon characters that really hampers them; it's that they can't ever really win in a meaningful way, the player character is ALWAYS meant to win and be the strongest and has the most friends and all their pokemon love them and they're god's favorite, etc. This is why a lot of rivals' character arcs repeat what Bianca and Cheren did in Gen 5, which is the character coping with never being better than the MC, and them finding out what else they can do instead of trying to be number 1.
It's...annoying! Even evil team leaders are catching L's from some kid with like 4 gym badges! Sure the evil dude goes "fufufu, I got the [item], so this loss doesn't matter, so long!" but they still lost and feel weaker as a result.
I think if GF actually let the MC get mopped up, villains could be more fun. Imagine if Volo fricking trounced you and you suffered some narrative consequence for that, then spent the next while getting stronger literally just to beat Volo. Stuff like that would make him miles better to me.
tl;dr Volo is good, great by Pokemon standards, but held back by being in a Pokemon game and not a proper JRPG where the main character is allowed to be weak for a little while. I'd love if the villain reveal was earlier in the story, the mc loses, then everyone's like "shit man, you okay? Volo beat your ass lmao," and now you're personally invested in beating him up. As fun as the twist villain thing was, I think it HAD to happen because the MC would just smack him down if he did it any sooner since the MC isn't allowed to lose.

Anyway, if you wanna play Pokémon for the Pokémon or the battles then just go to showdown. If Pokémon didn't need humans, then it also doesn't need new regions based on different cultures every single gen. Human characters definitely make the games more interesting, especially cause their stories are usually tightly connected to Pokémon (for example Nemona's Pokémon battle autism or Arven's whole story with his neglectful parent who was obsessed with certain Pokémon and his Pokémon being injured by other Pokémon as a result of that). It's the only thing that makes mainline games distinct and interesting, cause the gameplay is always roughly the same.
But it would be nice if we had more games like PMD or Pokepark as well, of course. Snap was pretty fun too and didn't need human characters with a story.
