depends on why you say so. I havent played human revolution, but I've played Deus Ex 1 and this is what I had to say about it:
Ive actually gone back on only one thing, after playing a game with "better" combat recently. And that's the idea that Deus ex needs "better combat or stealth" I think the idea it needs better stealth is still fine because of how heavily the game focuses on it. But I realized that combat can just get in the way of everything else, if it isn't seamlessly and fundementally coherent with everything else.
Now, I feel more strongly that Deus Ex needed something to underpin it like resource management, but I also think games never do resource management well, so it'd have to be something else maybe.
Anyway, if human revolution addresses any of the problems I mention about Deus Ex, then yeah. It should be a better game. Assuming it doesn't lose much of the stuff I liked about Deus Ex.

i've never even played the first one and even i can tell you you're wrong. the level of gameplay depth is simply incomparable. HR is a shallow pond. first game is a vast ocean
