People who are mad about NCR being in a rough state probably did not think too much about an alternative - if NCR continued on the path to dominance and prosperity, there would not be a wasteland at some point. Civilization is the "end goal" of the series - once it is fully reached the setting becomes something else entirely.
The NCR isn't dead and we don't even see actual forces in the show. The remnants we see are Shady Sands refugees that Moldaver turned into a cult. It's pretty damn obvious even without the characters explaining it all to you. The shops in the area don't even use NCR money because it's been abandoned by the actual NCR

The west coast is destroyed. Half of the franchise is now pointless. If you don't consider 76 a mainline Fallout game then it's actually the majority of the main series that's been essentially wiped off the map. Everything you do in 1, 2, and NV amounts to nothing.

It's not just Shady Sands There is no civilization shown anywhere and no hints that any of it exists. Between 1, 2, and NV there are dozens of towns and even some cities and it's all gone. Most factions don't exist or are unrecognizable. It all sucks now.

Updates are designed by the monetization team for the sole purpose of selling you an overpriced subscription and implemented by what surely must be the dumbest programmers in the biz. "Endgame" is ridiculously timegated to the point where any sort of progression for the day can be completed in 15 minutes before there's nothing left that you can do. It's not a good game, now or ever.
