After this thing, I understand now that GF really does just design Pokemon to appeal to furries. I used to be on the fence about it back during Gen 6 with Braixen, and other designs like Lucario, and Zoroark. Because I thought they were just animalistic designs that just happend to be biped, so I thought they were cool through the lens of nostalgia and pure naivety. But I can't deny the pattern I'm seeing in certain designs.
For example pic rel. There's literally nothing grass type about it besides the fact that its green, It's just bipedal lynx cat-thing ripe for furry pandering. It barely qualifies as a battle ready monster. There's nothing even remotely clever, deep, or funny about its concept or designs. It's just a green biped cat with a mask and cape.

Look closely at the left cape part, there's leaf veins there, and that shape actually is an established leaf motif. The collar is also just as much a "flower" pattern as Chikorita or Bayleaf have on their necks, for all those two are more "buds" with respect to Meganium. Could do with some leaf veins being in the "standard" art to clarify and possibly having a five-point mask (or mask-resembling ear+whisker patterning) to retain that pattern.
This specific art is on better grounding than Tangela or Treeco, as blue vines aren't a real thing and the latter could just as well be a pair of fat tails, though it is much less straightforward than most. The usual art is reduced to "turtle has a twig" level inclusion from the collar where grass type starters would normally be at least a third plant-based by this point.
Another change I'm partial to is bringing the darker green down to the ankle joint for "thigh"-highs, while breaking up the arms by doing similar with "gloves". Then the patterning is mimicking the typical cat "sock" pattern on different proportions.
The modern art and contemporary concept art for the same Pokemon would look out of place in that image as well, as would the Anime's implementation of Machoke, the Hitmons, and Jynx.
There have always been "a funny-looking person" Pokemon, and there has always been artstyle disparity by medium. It has increased noticeably and the drift of each medium over time is itself noticeable, but if you sit Ceruledge besides Skarmory art they fit together better than most franchises manage after 20 years. Compare Space Crusade to 2008 40k, for instance.

By not going from gen 1 anime to Gen 9 official art. And by taking 26 years of evolution to produce it instead.
Top bird is current art, bottom bird is original. The underlying designs fit fairly well beside eachother, but it's three very obviously different artstyles.

Aside from vaguely resembling the Iberian Lynx, nothing about Meowscarada's mascarade/jester/street magician motif strikes me as specifically Spanish.
The three starters look more like they were based on Latin American cultures and festivities rather than European.

Ever since Greninja's ludicrous success GF has tried and will continue to try to emulate it by making furry jobmon shill starters. Blaziken started the problem, Lucario worsened it, and Greninja was the final nail in the coffin. I like all three designs, but they've been disastrous for the franchise.
