They're the Pokemon equivalent to the Yakuza. Like they're the only criminal organization that exist solely as an illegitimate business and nothing else. Yes, they may go after rare pokemon, but that's mainly to improve their business; they poach and steal Pokémon only for profit.

The giovanni in masters doesnt seem to have travelled different worlds.
But, he has ultra hole tech with his tr members.
During his introduction story he responds to Brock/Misty saying TR disbanded with:

The Giovanni from Masters is originally from a world where TR never disbanded, his dialogue implies he has experience being in other worlds besides his original one and the one Pasio is in, and the patch on his chest is the RR symbol instead of the standard red R. So I just assumed that the Giovanni in Pasio is the same one from USUM that stumbled into the Masters universe with his own ‘powers’ instead of being dragged there by Hoopa.
