does and he is forced to always be inferior and never accomplish his dreams. Character B will be forced to settle for a subpar existence while character A thinks he accomplished everything by himself when in reality

This honestly would be a great idea because some people would feel that their good stats means that they should get to play the game solo and prosper from what they were given naturally. And other people would feel the need to "white knight" and prop up weak characters.
This would create a cultural schism and people would get mad about it and write shitty think pieces about it on Youtube. And WK players would feel that if they abandon the game they somehow let the other "team" win out.
That would sell the game. It would be even better if the RNG was seeded with some unique identifier tied to their real life persona so people feel like their in game status is a reflection of who they are as a person.

I like this, but you need to take it a step further.
If you rolled poorly, what's to stop the player from rerolling? I would assign the player a task, and until that task is completed all new characters will have the exact same stats. Obviously the assigned tasks will be things like raids, that are obviously impossible for someone who rolled poorly.
You also need some form of IP lock on accounts. Only one new account per IP every 3 months or so.
And absolutely no form of free trial. Else someone would make a shit ton of free accounts using a VPN until they roll well. (Or just make it impossible for a free trial account to have a good roll)
The old Star Wars MMO had that. Basically only a small number of players could use force powers and become a jedi or sith or whatever. People hated it, so they changed it to where everyone could do it.
