It feels a lot more like a city you're interacting with. NPCs have dialogues, do shit, you can enter buildings, your protag has a personality and deficits and it looks much better than Vice City. Gunplay is also obviously much. much better
It also has some hot NPCs and not only those disturbingly ugly GTA NPCs

Tony had some sense of morality despite being a criminal so it makes sense. He never would want to randomly kill innocent people. Especially not the kids. I never played this game but it does look pretty decent.
Get the PC port off abandonwaredotcom and use the patch mentioned in the comments to have the game be playable. Very fun game and I played it on Wii when it came out.
My favorite part of this game is you actually feel rich when you start raking it in and have tons of expensive stuff to aim for. Feels good to upgrade your drug mansion like a boss and buy servants and cigarette boats.
Scarface was high quality. It did have it's moments of jank but it was quickly forgivable because you actually had something to spend your money on.
