My list is based on the earliest encounter in the Pokemon's original game. The earliest encounter for Glimmet is 1% in Alfornada Cavern.
Glimmet in Gen 9 is just like Chansey in Gen 1, extremely rare before postgame but found easily after beating the game.

You can also find them in Colonnade Hollow at a 1% encounter rate according to bulbapedo. I ran into a Glimmora there exactly once, but I think that was just a one-off lucky glitch on my end like the time I caught a Larvitar by the Daycare in Crystal
You can catch it in many other places but Alfornada Cavern is the earliest place I think. But it's a very rare encounter, I had to roam for an hour until I got lucky.
