86Box imo. People will say pcem because it comes with a gui and they'll claim it's faster (it's not anymore). 86Box has more options and you can get a gui for it called WinBox. Or just use batch files.

Actually the main dev of 86Box admits that pcem is faster at this point.
Yes, PCem is still a bit faster, but unless I need to use the fastest P2 possible, I still prefer 86Box because of how much more stuff it can do. Way more settings and hardware than PCem
Just get the GOG version of SWAT 4 instead of bothering with emulation.

Yeah given the bare minimum system requirements for swat 4, even If it somehow does run in 86/pcem, it's probably not going to run well at all.

None of the gpus in 86box or pcem even have hardware T&L. Not even the voodoo 3 so you aren't playing swat 4 on them or basically any ue2 engine game moron.
